Why does Microsoft do this? When did this start?

Solution: Removing the Recovery Partition

1. Disable the recovery mode
   
   
2. Delete the partition
   
   
3. Extend the disk using disk management
   

Bonus: Restoring the Recovery Partition

I generally don’t bother with this because i’m running VMs and take snapshots/backups.. but if you must
